Iran's Secretary General of the High Council for Human Rights, Mohammad Javad Larijani has said that the recent claims by the International Atomic Energy Agency against Tehran are “laughable.”
In his November 8 report on Iran's nuclear program, IAEA Director General Yukiya Amano claimed that Iran had engaged in activities related to developing nuclear weapons before 2003, adding that these activities “may still be ongoing.”
Based on the report, which Iran has called "unfounded and unbalanced," the IAEA Board of Governors on Friday passed a new resolution on the Islamic Republic's nuclear activities.
The resolution voices "deep and increasing concern" over Tehran's nuclear program and also calls for Iran and the IAEA to intensify dialogue to resolve the dispute over the issue.
Larijani made the remarks in a heated television debate aired on the American channel MSNBC.
US president of the Council on Foreign Relations, Dr. Richard Haass, Mike Barnicle and John Mitchun were the other guests on the television debate.
What follows is a rough transcription of the interview:
MSNBC: Let's go to the heart of the matter when it comes to Iran, the headlines of the past week, the IAEA report found evidence of nuclear weapons program in Iran and you are quoted as saying that is “quite laughable.” Why sir?
Larijani: The reason is very simple. There is no single evidence in that. These allegations which is aired again is based on a document which was put to us four years ago based on a laptop somewhere found by United States authorities.
And at that time, four years ago, it has been discussed with the agency and the conclusion was that none of these allegations could be verified.
So by a letter it has been closed- the whole issue. Then again it has been renewed and [let me] just give you an example. A good part of this so-called document which is on the laptop, for example lecture notes that somebody presented in Brussels or at some universities. Some of them are parts of some textbook as put together with pictures, formulas, so it is totally inconclusive.
MSNBC: Let's back up. Before I send this to Richard Haass- are you saying it doesn't exist? There is no nuclear program?
Larijani: Well we have a very extensive nuclear program but not to the direction of producing arms. Our nuclear project is very extensive, very advanced. We are number one in the Middle East but we are not pursuing the nuclear armament for two basic reasons.
Number one there is a Fatwa by Ayatollah Khamenei, the leader and it is against the Islamic jurisprudence to build and use mass destructing weapons. It is Haram we call it, unlawful.
And secondly, it doesn't add to our security. It is more liability than asset for us. Our military muscle is strong enough to repel or to deter any imminent threat and this is basically very important achievement.
MSNBC: Richard Haass, put this into perspective for us. What the reports were saying and what this gentleman is saying.
Haass: Well quite frankly it is impossible to take the Iranian denial seriously. They are preposterous. The International Atomic Energy Agency taking information from all the member states in the United Nations have put together a comprehensive and extraordinarily damning report.
And what there is, is a pattern, not a single incident, a pattern over years of Iranian program to move in the direction of developing nuclear weapons.
We see a procurement mechanism to gain access to all sorts of equipment, we see all sorts of undeclared efforts to produce nuclear material now up to 20 percent well on its way to what it needs to produce a weapon, most important there is now serious evidence about the Iranian testing of the implosive device that would actually be the heart of the nuclear weapon.
So the idea that the Iranians have all these underground and undeclared facilities, that they have been misleading the International Atomic Energy Agency for years, the idea they're doing this- this oil rich country in order to produce electricity? If you believe that you seriously have to believe in the tooth fairy.
MSNBC: Sir this doesn't sound like preposterous, little pieces of information that were roaming together randomly.
Larijani: Well the whole scenes of allegation is produced and initiated by the United States. It seems there is a good machinery to produce perpetual allegation against Iran, it is not only one case.
I am telling you exactly that there are no secret programs in our nuclear program and development. Iran's transparency is far ahead of United States, far ahead of UK, far ahead of France and incomparable to Israel which is a renegade state in the sense of NPT.
Barnicle: So you allow inspectors to just come into Iran.
Larijani: The inspectors are coming to Iran periodically, the cameras are there 24 hours. This is quite obvious.
Haass: But the whole concept the way this works, just when you talk about inspectors, let's just be clear, I am sure if everyone watching this will understand, the entire international nuclear inspection effort depends upon the willingness of the country in question to cooperate fully.
This is a gentlemen's agreement. They declare their facilities that are involved in the nuclear business then the inspectors come in and look at them. If they do not declare facilities the inspectors don't give a chance and the problem is this is a gentlemen's agreement in a world where not every country is a gentleman.
So Iran quite frankly has undeclared facilities and undeclared programs which the inspectors had not had access to and the reason we only know about it is that member states, not simply the United States sir, but many, many member states of the United Nations have provided independent information to the International Atomic Energy Agency, which by the way you know and I know is not controlled by the United States.
We have fundamental differences with this agency over the years including over Iraq. We had fundamental differences and we've also had differences over Iran where we the United States felt, this agency was not being nearly tough enough. So now they have come in with an extraordinarily damning report and Iranian officials can dismiss it.
MSNBC: So if this is a gentlemen's agreement, the gentlemen certainly don't agree and sir, you seem very confident and almost as if it's funny it's interesting because we interviewed Mahmoud Ahmadinejad about this about a year ago, off camera, and he too seemed very comfortable about his position which is similar to yours.
And if you are so comfortable with your position about the lack of nuclear armament and the facilities that the IAEA is talking about, why not let inspectors completely come in? Open the door let them come in and see what you have.
Larijani: Well the mechanism that the gentleman addressed is not complete because first of all there is no single secret installment or activity which is concealed from the agency.
Secondly, two years ago we asked the agency tell us all the questions you have and he managed to put to us six groups of questions. The questions were raised by themselves not dictated by us. So one by one groups of inspectors came to Iran and we cleared them up and there is official letters from them this group has been finished then we moved to another one.
Well it doesn't make sense that every morning somebody says we guess there is some secret things done there. There should be foundation for this allegation. What do you mean the door should be open? They should ask where do you want to inspect? Did they want to inspect my bedroom or other places? I mean it doesn't make sense.
Barnicle: A few moments ago when you mentioned the nuclear programs of other nations I detected a definite edge in your voice when you mentioned the state of Israel. Do you fear an attack from the state of Israel on your nuclear facilities?
Larijani: Well I am beyond the fear. What is the difference between us and Israel? Israel has a bomb, not a member of NPT; it doesn't disclose anything to agency, nothing wrong with it. You see what the double standard is in here.
We are member of NPT, they periodically come to Iran, their cameras are there, we don't have the weapon then the whole pressure is put on us. No, not at all. We don't fear any attack from anyone. We take it serious in our calculation but we don't fear. There is a difference between that.
Mitchum: Given your tone again Sir when you talk about Israel, just a second ago why shouldn't we suspect that there would be ambitions for Iran to join the club of which Israel is a part with the nuclear arms?
Larijani: We are very advanced in the nuclear technology which is a matter of pride for us and that gentleman mentioned that we have plenty of gas and oil with all good calculations, the age of this is up to 20-25 period, 25 years from now.
It means that if we don't have it, then we should beg in front of the Western countries to light our houses and we know how bad they are treating us in this area. We are right now very happy that we have the first power plant, we know how to make the fuel. We already have more than 25 percent share of sodalite and erudite they don't give us a bit of this fuel that we need, even the twenty percent that we needed for Tehran.
Haass: It's important to keep in mind we are not talking about an established democracy that treats its own people with respect, we are talking about a country also that is the largest state sponsor of terrorism in the world. So this is obvious and understandable concern about what Iran is doing.
Larijani: In terms of record I think United States of America is the largest and the greatest country supporting terrorism. The records of terrorist activity which is supported by the tax money of these people is enormous, I can go one by one.
Barnicle: Wait a minute. This is a free country. And part of our gift is we have the liberty and the freedom to say anything and to sound foolish, to sound absurd, to sound smart. That's absurd saying that America is the biggest terrorist nation in the world.
My question to you Sir is, you seem like a really nice guy, alright, why doesn't your country be a better neighbor?
Larijani: We have fantastic relations with all of our neighbors...
Barnicle: Really? [laughing]
Larijani: Definitely, but the policy of demonizing Iran, a very important policy which is pursued in the region- well it has its own benefit.
Barnicle But it's just in little things, like the American tourists cross the border, supposedly cross the border, you grab them, you scoop them, you hold them for months on end. Why?
Larijani: This is a very simple question I answered before; suppose the security of your people...

Larijani: No, I'm here with visa- It's quite different. [Suppose] The security of the United States' people, on a patrol with Mexico elsewhere they pick 3 Iranians and ask them why are you here? They say well we are just walking in the desert.
Well, with the whole hostility and suspicion which is between the two countries, you are in here to blow up somewhere definitely they will be put into jail for years if not in Guantanamo, they bring them somewhere else.
It took a lot of time that we convince- I was working on this case because they were like me from ... Berkeley. I talked with their families, managed to contact between them and their families when they were arrested- for their families to come to Iran to take the suspicion away.
This is very natural for security of people to suspect a cross bordering which is in the most volatile regional area of Iran- in which there is daily shooting over there.
Barnicle Ok. They're going to blow up the desert. What is the root? What do you think is the root of Iranian paranoia towards the United States and towards many of its neighbors?
What is the root of this paranoia? Is it the fear that we find out about your nuclear program?
Larijani: We don't have any paranoia about our neighbors. We are very suspicious of American paranoia with us. The question is what is wrong with Iran that this persistent hostility...
Barnicle: You have a track record of international terrorism.
Larijani: This is not true. We are ourselves the victim of international terrorism- terrorism in the area. Let me ask you, who was helping Al-Qaida and Taliban for years while we were at war with them in Afghanistan? The United States of America.
The money from the United States was pouring to Al-Qaida and Taliban- the idea was we should curb Iran by another religious front. Is it correct?
Haass: No it's not correct. The United States did support the Mujahidin; obviously in order to get rid of the Soviet... to say that the United States supported Al-Qaida is again preposterous- the fact is that Iran is supporting terrorism in Lebanon, it's supporting groups like Hezbollah, groups like Hamas; it is involved in Iraq; it is involved in Afghanistan.
Iran has basically become a regional power that is trying to destabilize many countries, trying to make them in some ways heavily influenced by Tehran and that is simply a fact of life- which again is one of the reasons the world is so concerned about Iranian nuclear program.
How do we know Iran will not become even more aggressive? How do we know that nuclear materials will not end in the hands of a group like Hezbollah? What do we see about Iran's track record that would lead us to believe that Iran in any way would be responsible with nuclear material?
This is a genuine concern and if you dismiss it as laughable Sir you are seriously underestimating not simply the American, not simply the Israeli, but I would suggest the world's concern over the direction your government is heading.
Larijani: The disastrous thing is the blind policy of the United States in supporting carte blanche renegade Israel which is the source of all tension in the region. If you call Hezbollah and Hamas terrorist groups- they are fighting to be given the permission to live. What about Israel?
Israel is involved in government sponsored terrorism. Kills anybody who thinks that it's not correct and deprives millions of people from basic tenures of life. 60 years of atrocity in that area is supported carte blanche by the US, this is even against the basic interests of that nation- they don't know it.
Mitchum:Sir do you recognize the right of Israel to exist?
Larijani: We recognize the rights of Jews, Christians and Muslims to live together in peace and tranquility- to create a racist regime in the middle of a land put the others out is like creating a small colony for the blacks and leave the rest for the whites.
Mitchum: Thank you for the answer.
Barnicle: The answer is no.
Larijani: No, the answer is not no. We respect any decision by Palestinians. We are not in a position to tell them what kind of state they [should] have. But they should be given the chance to decide.
MSNBC:This has been fascinating and a great picture window into the choices that Americans make when they're choosing their president and also a sense of what our Secretary of State and what our diplomats have to confront in dealing with when they're going out into the world and working with other countries.
It is extremely complicated and often conversations feel like they're going in circles because it's very hard to develop a common understanding or even a place where you can start engaging and I think this was an example of that. The following is the full text of the speech delivered on May 11, 2013 by Ayatollah Khamenei, the Supreme Leader of the Islamic Revolution, in a meeting with a group of outstanding women who are active in seminary and academic areas.
In the Name of Allah, the Beneficent, the Merciful
I sincerely thank the honorable ladies who organized this good and fruitful meeting. Today, I really benefited from the ladies\\\' statements and I thank God for the depth of issues, thoughts and efforts which can be seen in the speeches of outstanding women throughout our country. The issues which you discussed were mostly good. There were certain suggestions which, by Allah\\\'s favor, will be examined. By Allah\\\'s favor, I will follow up the part which is related to me.
There are many things to say about the issue of women and what is related to women. We suffer from a kind of backwardness in this regard which you ladies - the ones who delivered a speech - referred to. Backwardness in this area is not similar to backwardness in scientific areas, which we suffer from. When we say that we suffer from backwardness in this area, this means we have many outstanding points to make on the issue of women, the issue of gender and issues which are related to women - such as the issue of family, children, marriage, settling down, tranquility in the family environment and other such issues - but we have not managed to convey these points to the world and discuss them with the public opinion throughout the world. We mean backwardness from this point of view. This is while the world needs valuable, comprehensive and clear ideas and concepts in this regard. As a number of ladies pointed out, when we discuss these points in international arenas, they receive a good reception. Or as a number of ladies said, research findings in psychological and other areas confirm that Islamic rules are true on the issue of women.
Well, this is only part of the capabilities of Islamic philosophy on this sensitive issue. But we failed to define and show these capabilities in the right way. The same is true of many other areas which are related to reasoning and thinking. In many of these areas, we failed to truly convey the opinion of Islam to the world. When I say, \\\"We failed\\\", it should not be thought that the Islamic Republic is responsible for this due to the fact that what has been already done in this regard is because of the Islamic Republic, the name of the Revolution and Imam (r.a.), the influence of their ideas and other such things. Thankfully, these ideas were developed to some extent, but we should work more than this. In order to do this, we need certain things which I will speak about later on. In order to form a front which is ready to attack and which is immune from others\\\' attack and in order to take up an offensive position, we need to promote and convey these ideas and thoughts. We really need this.
In fact, our attack is launched for the sake of immunity and defense. Therefore, in my opinion, the more you work in order to make up for this backwardness, the more valuable it will be. It is necessary to do this. We should not hesitate and stop in treading the path of this movement which is an awakening movement related to the issues of women. We should not stop in the middle of the way. Despite the fact that we benefit from a perfect, valuable and convincing Islamic discourse, we have adopted a passive outlook in the face of the western discourse on the issue of women.
The western discourse on the issue of women has adopted a very calculated and political outlook. That is to say, the day when this idea and this discourse on women started to develop in the west, there was a careful calculation behind it. Of course, this is not based on fact and what I am saying is not based on precise information, but there are clear signs which support this interpretation. Since the beginning of Renaissance in the west and the emergence of industrialism and the development of new industries in the west, this discourse gradually achieved growth. And it reached its peak during our own times. Of course, this peak will be accompanied by decline and, by Allah\\\'s favor, disgrace and destruction.
The western discourse on the issue of women has different dimensions, but it has two distinct dimensions. One is that it wants to give women a masculine identity. That is to say, it wants to make women behave like men. This is an important dimension of this discourse. Another is that it wants to make women prepare the ground for men to indulge in pleasure, whether the pleasure of watching women or other kinds of pleasure which are beyond this. This is another dimension of the western discourse on the issue of women. The issue of feminism and other such things - which have become popular in the world today - are, in fact, the products of western discourse. These are the consequences of what western discourse has done.
They wanted to give women a masculine identity. That is to say, they were trying to make women do jobs which are more compatible with the physical and intellectual characteristics of men. They consider it as a source of honor and they would like to describe it as an advantage and a source of honor for women. We have adopted a passive outlook in the face of this. We have been deceived and we have unwillingly and unknowingly accepted this. As you see, today we are proud of having such and such a number of women in certain executive positions. What I am saying should not be misunderstood. I do not have any problems with the idea of giving women executive positions. That is to say, I do not forbid women from doing this and I do not deny this right. I do not think it is wrong. Our minister of health and vice presidents were female and women have positions in different sectors. In my opinion, there is nothing wrong with this. What is wrong is to be proud of this, to boast about this in the world and say, \\\"See, we have such and such a number of women in executive positions\\\". This is the same as being deceived and passive. This is not a source of honor.
Take the case of a lady who has certain qualifications, who has developed her capabilities and who is suitable for a specific position. She can be allowed to hold this position because it is not illegal, but if we are proud of having such and such a number of female officials in charge of executive affairs, this is wrong. If we feel proud of having a large number of intellectual and educated women, this is good and it is alright. If we say that we have a large number of women who are active in cultural and political areas, this is alright. If we say that we have a large number of mujahid women in different areas, who are ready to be martyred, this is good. If we say that we have a large number of women who are active in political and revolutionary arenas and who write and deliver speeches, this is good.
Being proud of these things is good, but being proud of having such and such a number of female ministers, MPs, deputies and managers in financial organizations, is wrong. This means adopting a passive outlook in the face of the enemies. Are we supposed to entrust women with masculine occupations? No, the position, identity and characteristics of women are very noble and respectable. This identity is, in certain ways, superior to men\\\'s identity. If we adopt a comprehensive outlook, we see that men and women have no differences. Certain privileges have been granted to women and certain other privileges have been granted to men and this is based on their natural characteristics which Allah the Exalted has bestowed on them. Allah the Exalted has given each gender certain characteristics. Each gender benefits from certain outstanding qualities. Therefore, they have no differences in terms of human qualities. They have no differences in terms of the privileges which Allah the Exalted has bestowed on humanity such as human rights, social rights, spiritual values and spiritual perfection. That is to say, a man can become Ali ibn Abi Talib (a.s.) and a woman can become Fatima Zahra (s.a.). A man can become Jesus (a.s.) and a woman can become Mary (s.a.). They are not different from each other. Therefore, it is the right outlook to know women - the way they are, as true women and true females - by taking their gender into consideration and we should see what values can help a female individual or the female community achieve growth and transcendence. This outlook is the right outlook. We should not have adopted a passive outlook in the face of western outlook but, unfortunately, we did.
As for the second dimension of western discourse - in which women are made to prepare the ground for men to indulge in pleasure - it struck defenseless Islamic countries like a flood with the purpose of helping men to easily indulge in sexual pleasure. And this was done by the west. It also struck our country. By pleasure, I do not mean spiritual, psychological and scientific pleasure. Two people may sit and enjoy speaking to one another or increasing each other\\\'s knowledge. But this is not the case in western pleasure. Fortunately, the Revolution came and it prevented this to a great extent. This should be prevented because this is a big danger and a big disaster. The issue of hijab is one of the preconditions for this. The way we should dress and the way men and women should interact are among the preconditions for this issue. These things should be done so that this great disaster - for both men and women - can be prevented.
Of course, this moral corruption humiliates women, while they are not aware of it. Today, this issue is thoroughly discussed in the world. I know and I have read in a number of texts, newspapers and books that western intellectuals have started to feel fear and distress because of this condition. They are right, but they have understood this late. The issue of encouraging people to indulge in lust - which is centered around women - is not something of little importance. Today, you can see that the situation is getting worse in the world with issues such as homosexuality and marriages between two people with the same gender. These are great, deep and dangerous abysses for western civilization and for those who are managing this civilization. This is an unusual precipice and it will completely annihilate them. And they are just in the middle of the path of destruction.
In my opinion, they will not be able to prevent this because their problems are far beyond these things. A few years ago - around seven, eight, ten years ago - I read in foreign newspapers that the Americans are trying to make a movie based on the books of such and such a novelist who writes about the family. They want to do this so that they can draw filmmaking, cinema and other such things to these issues. Well, they have done and are doing certain things, but these efforts are like thin streams against a great flood which has struck them because of what they themselves did. And it will continue to strike them. Of course, we enjoy a kind of immunity from this event which is because of hijab and other such things. But we should not underestimate this issue and we should regard it as very important. As a number of ladies pointed out in their speeches - and they are working on these issues - the issue of sexual attraction and the danger it has for women, men, society and the family should be taken very seriously.
Well, I said that Islam speaks about women in the real sense of the word. As I pointed out, we should promote this discourse by taking up an offensive position. We should not at all take up a defensive position. A number of ladies said that those who are members of a so-called women\\\'s convention or organizations affiliated with the United Nations threaten to issue a resolution against us if we do such and such a thing. Well, who cares? They can issue resolutions. The Islamic discourse on the issue of women should be promoted by taking an offensive position and behaving in a determined way. If they say, \\\"Why do you not give women the freedom to appear without hijab?\\\" we should answer, \\\"Why do you give them this harmful and threatening freedom in such a way?\\\" What is being pursued in the west regarding the issue of immodesty and lack of hijab makes one distressed. One wonders what they want to do and where they want to go.
You may have more information in this regard but I also have a lot of information about what is being done on this issue. These things are done at different levels which range from higher levels to occupational levels, living conditions and other such things. In the Islamic discourse, respect towards women and the characteristics, dignity and delicacy of women should be highlighted. By delicacy, I do not only mean physical delicacy. As well as physical delicacy, I mean the delicacy of women\\\'s psychological and intellectual structure and also the delicacy of their responsibilities. It is only the delicate and gentle fingers of the mother which can separate the extremely thin nerve fibers of a child\\\'s nervous system from one another so that he will not have any emotional complexes or problems. Nobody else can do this. That is to say, nobody else except for a woman can do this. This is a feminine task. A number of tasks require such delicacy that one wonders how the divine will has bestowed such a great capability and such delicacy on women. I always say to my friends and relatives and to women that, contrary to the idea that has been established, women are the stronger gender. Women are stronger than men. Women can completely control and influence men with their wisdom and delicacy. We can see this in practice and we can prove it by reasoning. This is a reality.
Of course, there are a number of women who do not adopt wise measures and who, as a result, cannot do this. But if a woman is wise enough, she can tame a man. This is like the situation in which a person can bridle and ride on a wild lion. This does not mean that he is physically stronger than the lion. Rather, this means that he has managed to use his mental power. Women have this capability, but they should do this with delicacy and subtlety. When I say delicacy, I do not only mean physical delicacy. As well as physical delicacy, I mean delicacy in implementing thoughts and ideas, showing acumen and making decisions. These are capabilities which Allah the Exalted has bestowed on women. In my opinion, this should be the basis. This discourse should be improved and pursued.
The second point that I want to discuss is that, in my opinion, there are two issues regarding the current situation of women in our country which are more important than other issues. Or, let us say they are more crucial than other issues and they require more attention. One issue is the significance and the value of the home and the family. We should regard the home in which we live as important. One cannot imagine human beings without a home and without a place to live. Any human being needs a home and the family environment. The family is like the soul of the home. This should be regarded as important. This should be thought about in a careful way.
The second issue is that we should prevent women from being weakened and oppressed at different levels. We have women who are weak and deprived of many things. We also have women who are oppressed. This oppression should be prevented. It is necessary to pass important laws in this regard. There are essential behavioral rules which should be enforced. It is necessary to establish certain social conventions and customs so that women will not be oppressed in different areas such as - I have written them down - social, sexual, familial, cultural and intellectual areas. These kinds of oppression, which women may be faced with, range from individual and private issues - that is to say, sexual issues - to social issues, such as social interactions, and familial issues. I have written down certain points about familial issues.
Husbands, children, fathers and brothers should behave in a respectful way towards women. If women are regarded as respectable in the family environment, an important part of problems in our society will be solved. We should do something to encourage children to kiss their mother\\\'s hands. This is what Islam is after. We can see this behavior in deeply religious and moral families which have a close relationship with religious concepts. The children in a family should behave towards their mother in a respectful way. There is no contradiction between such a respectful behavior and the emotional and warm relationship between a mother and a child. There should be such respect and women should be respected in the family environment. This is the way to prevent oppression against women. Imagine that in a family and in a home, the man hurls all kinds of insults at his own wife, including behavioral and verbal insults and physical abuse. Unfortunately, there are certain places in our country in which there are still instances of physical abuse. This issue should not occur. Of course, this occurs many times in western countries. And this is not unexpected. Westerners, particularly European races, are wild. They have a neat appearance, they wear ties and they use perfume and other such things, but they still have the same wild nature and they still behave in the same wild way that they have always behaved throughout history. They easily kill people and they coldheartedly commit crimes. Therefore, it is not surprising if women are beaten in the home by the Europeans and by the Americans. But such a thing should not be even imagined in an Islamic environment although it unfortunately exists. Therefore, these are two fundamental issues. In my opinion, there is room for detailed planning in this regard.
Besides these two issues, there are other important issues such as the issue of marriage and liberating oneself from being single. Obstacles in the way of marriage should be removed. As the ladies in this meeting pointed out, certain things are being done in this regard and I really became happy to know that, thankfully, these issues are receiving attention. On the issue of hijab and social relationships, things should be carried out in a fundamental and serious way. You should pay attention to the issue of financial and legal support for oppressed women who are deprived of their rights. The lady from Razavi Khorasan province pointed out that the issue of courts of law - which was one of my worries - has been addressed by the legal system. I hope that this will be done in practice.
One of my anxieties and worries is that women may not be able to defend themselves in courts of law and such legal environments. They may not have the money to hire a competent lawyer, nor may they be able to defend themselves and their rights may be violated. This is one of the important issues. It should be followed up. The issue of women\\\'s employment, limitations for their employment, the kind of job that they should do and the way they should do it - that is to say, the delicacy and flexibility that I spoke about on the issue of women\\\'s employment - are things which should be addressed. However, the most crucial issues are the two issues that I discussed.
One of the issues which occupies my mind is that all the different activities which are done on the issue of women in our country - ranging from legal issues and issues related to Islamic jurisprudence to social, executive, emotional and all the other issues which are discussed about women - should be done in a systematic way. It should have a coherent structure.
Of course, a number of the reports which were presented to me or the points which were discussed in this meeting show that certain ideas have been developed in this regard. But, I believe that a comprehensive plan should be formulated in this regard. We should delineate the issues of women in a completely systemic way and we should give it a proper form. Moreover, there should be an outstanding and permanent center [for this matter] with competent personnel and with a long-term plan. I do not at all believe in short-term plans in this regard. After this, certain organizations and institutes should be formed to work for different parts of this prominent and permanent center. They should inform one another of what they are doing and there should be a suitable databank. Many things are being done by women in our country about which even ladies participating in this meeting may not be aware of. Well, thankfully, we have so many outstanding and knowledgeable women in different sections and with different outlooks. We should benefit from this large number of women.
Another point - I will make this the last point because it is noon and there is no time - is that active women in the camp of the Islamic Republic played an outstanding role immediately after the victory of the Islamic Revolution, during the early years after the Revolution and during the Sacred Defense Era. They showed their presence in an outstanding way. You should not let this outstanding presence of active women in the camp of the Revolution be undermined. Those who confront and oppose the Revolution try to benefit from competent women. The camp of the Revolution has far more competent, active and knowledgeable women who are authors, orators and scholars. It enjoys women who are ready to take action and who are interested in thinking, writing, delivering speeches and conveying their ideas and thoughts. They should not leave the arena of the Revolution and defending the Revolution. This is one point.
I will finish the last point by saying that the Islamic Republic of Iran Broadcasting (IRIB) should play a completely fundamental role in promoting the things which I discussed and the issues which you raised. I believe and I recommend that the IRIB should definitely play a fundamental role in this regard. It can do this. In society, the IRIB can build the culture of respecting religious, active and mujahid women who wear hijab and who enjoy Islamic characteristics. Other people want the opposite to happen. Unfortunately, a number of the programs of the IRIB are in line with the goals of these people. The opposite should be done. That is to say, the IRIB should be completely at the service of this idea.
In any case, the conclusion that we can draw from all these things is that, thankfully, we have made certain achievements on the issue of women in the Islamic Republic, but these achievements do not meet the needs and the expectations of Islam and they are not compatible with the possibilities and resources that exist in Islam. We are backward in this regard. By Allah\\\'s favor, you ladies should make up for this backwardness in the best way possible.
I hope that Allah the Exalted will protect you and increase your achievements on a daily basis. And I hope that we can move towards what Islam wants in this regard on a daily basis.

I know and I have read in a number of texts, newspapers and books that western intellectuals have started to feel fear and distress because of this condition. They are right, but they have understood this late. The issue of encouraging people to indulge in lust - which is centered around women - is not something of little importance. Today, you can see that the situation is getting worse in the world with issues such as homosexuality and marriages between two people with the same gender. These are great, deep and dangerous abysses for western civilization and for those who are managing this civilization. This is an unusual precipice and it will completely annihilate them. And they are just in the middle of the path of destruction.
In my opinion, they will not be able to prevent this because their problems are far beyond these things. A few years ago - around seven, eight, ten years ago - I read in foreign newspapers that the Americans are trying to make a movie based on the books of such and such a novelist who writes about the family. They want to do this so that they can draw filmmaking, cinema and other such things to these issues. Well, they have done and are doing certain things, but these efforts are like thin streams against a great flood which has struck them because of what they themselves did. And it will continue to strike them. Of course, we enjoy a kind of immunity from this event which is because of hijab and other such things. But we should not underestimate this issue and we should regard it as very important. As a number of ladies pointed out in their speeches - and they are working on these issues - the issue of sexual attraction and the danger it has for women, men, society and the family should be taken very seriously.
Well, I said that Islam speaks about women in the real sense of the word. As I pointed out, we should promote this discourse by taking up an offensive position. We should not at all take up a defensive position. A number of ladies said that those who are members of a so-called women\\\'s convention or organizations affiliated with the United Nations threaten to issue a resolution against us if we do such and such a thing. Well, who cares? They can issue resolutions. The Islamic discourse on the issue of women should be promoted by taking an offensive position and behaving in a determined way. If they say, \\\"Why do you not give women the freedom to appear without hijab?\\\" we should answer, \\\"Why do you give them this harmful and threatening freedom in such a way?\\\" What is being pursued in the west regarding the issue of immodesty and lack of hijab makes one distressed. One wonders what they want to do and where they want to go.
You may have more information in this regard but I also have a lot of information about what is being done on this issue. These things are done at different levels which range from higher levels to occupational levels, living conditions and other such things. In the Islamic discourse, respect towards women and the characteristics, dignity and delicacy of women should be highlighted. By delicacy, I do not only mean physical delicacy. As well as physical delicacy, I mean the delicacy of women\\\'s psychological and intellectual structure and also the delicacy of their responsibilities. It is only the delicate and gentle fingers of the mother which can separate the extremely thin nerve fibers of a child\\\'s nervous system from one another so that he will not have any emotional complexes or problems. Nobody else can do this. That is to say, nobody else except for a woman can do this. This is a feminine task. A number of tasks require such delicacy that one wonders how the divine will has bestowed such a great capability and such delicacy on women. I always say to my friends and relatives and to women that, contrary to the idea that has been established, women are the stronger gender. Women are stronger than men. Women can completely control and influence men with their wisdom and delicacy. We can see this in practice and we can prove it by reasoning. This is a reality.
Of course, there are a number of women who do not adopt wise measures and who, as a result, cannot do this. But if a woman is wise enough, she can tame a man. This is like the situation in which a person can bridle and ride on a wild lion. This does not mean that he is physically stronger than the lion. Rather, this means that he has managed to use his mental power. Women have this capability, but they should do this with delicacy and subtlety. When I say delicacy, I do not only mean physical delicacy. As well as physical delicacy, I mean delicacy in implementing thoughts and ideas, showing acumen and making decisions. These are capabilities which Allah the Exalted has bestowed on women. In my opinion, this should be the basis. This discourse should be improved and pursued.
The second point that I want to discuss is that, in my opinion, there are two issues regarding the current situation of women in our country which are more important than other issues. Or, let us say they are more crucial than other issues and they require more attention. One issue is the significance and the value of the home and the family. We should regard the home in which we live as important. One cannot imagine human beings without a home and without a place to live. Any human being needs a home and the family environment. The family is like the soul of the home. This should be regarded as important. This should be thought about in a careful way.
The second issue is that we should prevent women from being weakened and oppressed at different levels. We have women who are weak and deprived of many things. We also have women who are oppressed. This oppression should be prevented. It is necessary to pass important laws in this regard. There are essential behavioral rules which should be enforced. It is necessary to establish certain social conventions and customs so that women will not be oppressed in different areas such as - I have written them down - social, sexual, familial, cultural and intellectual areas. These kinds of oppression, which women may be faced with, range from individual and private issues - that is to say, sexual issues - to social issues, such as social interactions, and familial issues. I have written down certain points about familial issues.
Husbands, children, fathers and brothers should behave in a respectful way towards women. If women are regarded as respectable in the family environment, an important part of problems in our society will be solved. We should do something to encourage children to kiss their mother\\\'s hands. This is what Islam is after. We can see this behavior in deeply religious and moral families which have a close relationship with religious concepts. The children in a family should behave towards their mother in a respectful way. There is no contradiction between such a respectful behavior and the emotional and warm relationship between a mother and a child. There should be such respect and women should be respected in the family environment. This is the way to prevent oppression against women. Imagine that in a family and in a home, the man hurls all kinds of insults at his own wife, including behavioral and verbal insults and physical abuse. Unfortunately, there are certain places in our country in which there are still instances of physical abuse. This issue should not occur. Of course, this occurs many times in western countries. And this is not unexpected. Westerners, particularly European races, are wild. They have a neat appearance, they wear ties and they use perfume and other such things, but they still have the same wild nature and they still behave in the same wild way that they have always behaved throughout history. They easily kill people and they coldheartedly commit crimes. Therefore, it is not surprising if women are beaten in the home by the Europeans and by the Americans. But such a thing should not be even imagined in an Islamic environment although it unfortunately exists. Therefore, these are two fundamental issues. In my opinion, there is room for detailed planning in this regard.
Besides these two issues, there are other important issues such as the issue of marriage and liberating oneself from being single. Obstacles in the way of marriage should be removed. As the ladies in this meeting pointed out, certain things are being done in this regard and I really became happy to know that, thankfully, these issues are receiving attention. On the issue of hijab and social relationships, things should be carried out in a fundamental and serious way. You should pay attention to the issue of financial and legal support for oppressed women who are deprived of their rights. The lady from Razavi Khorasan province pointed out that the issue of courts of law - which was one of my worries - has been addressed by the legal system. I hope that this will be done in practice.
One of my anxieties and worries is that women may not be able to defend themselves in courts of law and such legal environments. They may not have the money to hire a competent lawyer, nor may they be able to defend themselves and their rights may be violated. This is one of the important issues. It should be followed up. The issue of women\\\'s employment, limitations for their employment, the kind of job that they should do and the way they should do it - that is to say, the delicacy and flexibility that I spoke about on the issue of women\\\'s employment - are things which should be addressed. However, the most crucial issues are the two issues that I discussed.
One of the issues which occupies my mind is that all the different activities which are done on the issue of women in our country - ranging from legal issues and issues related to Islamic jurisprudence to social, executive, emotional and all the other issues which are discussed about women - should be done in a systematic way. It should have a coherent structure.
Of course, a number of the reports which were presented to me or the points which were discussed in this meeting show that certain ideas have been developed in this regard. But, I believe that a comprehensive plan should be formulated in this regard. We should delineate the issues of women in a completely systemic way and we should give it a proper form. Moreover, there should be an outstanding and permanent center [for this matter] with competent personnel and with a long-term plan. I do not at all believe in short-term plans in this regard. After this, certain organizations and institutes should be formed to work for different parts of this prominent and permanent center. They should inform one another of what they are doing and there should be a suitable databank. Many things are being done by women in our country about which even ladies participating in this meeting may not be aware of. Well, thankfully, we have so many outstanding and knowledgeable women in different sections and with different outlooks. We should benefit from this large number of women.
Another point - I will make this the last point because it is noon and there is no time - is that active women in the camp of the Islamic Republic played an outstanding role immediately after the victory of the Islamic Revolution, during the early years after the Revolution and during the Sacred Defense Era. They showed their presence in an outstanding way. You should not let this outstanding presence of active women in the camp of the Revolution be undermined. Those who confront and oppose the Revolution try to benefit from competent women. The camp of the Revolution has far more competent, active and knowledgeable women who are authors, orators and scholars. It enjoys women who are ready to take action and who are interested in thinking, writing, delivering speeches and conveying their ideas and thoughts. They should not leave the arena of the Revolution and defending the Revolution. This is one point.
I will finish the last point by saying that the Islamic Republic of Iran Broadcasting (IRIB) should play a completely fundamental role in promoting the things which I discussed and the issues which you raised. I believe and I recommend that the IRIB should definitely play a fundamental role in this regard. It can do this. In society, the IRIB can build the culture of respecting religious, active and mujahid women who wear hijab and who enjoy Islamic characteristics. Other people want the opposite to happen. Unfortunately, a number of the programs of the IRIB are in line with the goals of these people. The opposite should be done. That is to say, the IRIB should be completely at the service of this idea.
In any case, the conclusion that we can draw from all these things is that, thankfully, we have made certain achievements on the issue of women in the Islamic Republic, but these achievements do not meet the needs and the expectations of Islam and they are not compatible with the possibilities and resources that exist in Islam. We are backward in this regard. By Allah\\\'s favor, you ladies should make up for this backwardness in the best way possible.
I hope that Allah the Exalted will protect you and increase your achievements on a daily basis. And I hope that we can move towards what Islam wants in this regard on a daily basis.

Crispy Gnocchi Pasta with Cheese Sauce
Serves 4-5
Recipe in English:
Ingredients:
Cheese Sauce:
-Makhan (Butter) 2-3 tbs
-Lehsan (Garlic) chopped 1 tbs
-Yakhni (Stock) 1 & ½ Cup
-Corn flour 2-3 tbs
-Doodh (Milk) 1 Cup
-Safed mirch powder (White pepper powder) 1 tsp
-Kali mirch (Black pepper) crushed ½ tsp
-Namak (Salt) 1/4 tsp or to taste
-Mixed herbs 1 tsp
-Cheddar cheese grated 1 Cup
-Aloo (Potato) boiled ½ kg
-Anday ki zardi (Egg yolk) 1
-Maida (All-purpose flour) ½ Cup
-Namak (Salt) ½ tsp or to taste
-Maida (All-purpose flour) ½ Cup
-Boiling water as required
-Makhan (Butter) 2 tbs
Directions:
-In saucepan,add butter and let it melt.
-Add garlic and mix well.
-In stock,add corn flour and whisk well.
-Now add dissolve corn flour,milk and whisk well.
-Add white pepper powder,black pepper crushed,salt and mixed herbs,whisk well & cook until sauce thickens.
-Add cheddar cheese,whisk well and cook until cheese melts & set aside.
-In bowl,grate potatoes with the help of the grater.
-Add egg yolk,all-purpose flour and mix well.
-Add salt,mix well and knead until dough is formed.
-Transfer it to a working surface,gradually sprinkle all-purpose flour and knead gently until the flour is fully incorporated and dough is soft and smooth.
-Divide the dough into flour equal part.
-With the palms of both hands,roll the dough on floured surface into a rope about 3/4 inch in diameter.
-With the help of the cutter and cut into crosswise square gnocchi (1 inch).
-To shape the gnocchi hold a fork in one hand and place a gnocchi pillow against the tines of the fork, cut ends out.Use your thumb and press in and down the length of the fork.
-In wok,add water and bring it boil,add gnocchi pasta and boil for 1 minute or they rise to the top then drain & set aside.
-In wok,add butter and let it melt,add gnocchi pasta and fry until golden brown.
-On serving plate,add cooked gnocchi pasta,prepared cheese sauce and garnish with fresh coriander /fresh parsley & serve!

He said, “I’ve heard you want to go.” “Yes, come with me and help us,” said the Imam. “No, I can’t,” he said. “O Abdullah bin Umar, this world is not worth it. Come with me.” The Imam then told him a reason for him to be able to think correctly. He said, “This world is such that the Children of Israel would behead their prophet at night and live their life comfortably in the morning.” The Imam recited an elegy for one of the beheaded prophets in order to help Abdullah bin Umar lose his infatuation with this world. “This world isn’t worth it. Come with me. It’s a world where such crimes take place.”
What should hearing Imam Husayn’s elegies do to us? You friends who are mourning for Aba Abdillah al-Husayn and who love him, accept this that we have just started our relationship with Imam Husayn (as). The Imam’s martyrdom has not yet affected us. Do you know when his martyrdom will affect us? It’s when we start feeling the same way Zaynab felt when he said goodbye, and she fainted and collapsed. It’s when you take this elegy seriously on the night of Ashura, “Tonight the king of religion is a guest in her tent. O morning, don’t rise!”
Who can be affected by Aba Abdillah al-Husayn’s (as) martyrdom? The one who has this unusual thought the night before Ashura, “Maybe they won’t kill Husayn (as) tomorrow. Maybe. Could it be possible?” You say, “The story finished 1,400 years ago!” But when one has an intense love, his mind functions like this and is under the influence of his love. When he is told that Husayn, the son of Lady Fatimah, was martyred on the evening of Ashura, his life changes. He’ll live differently from the next day. “You’re not infatuated with this world anymore?” He replies, “I saw this world is not worth it. They killed Husayn, the son of Fatimah, and I pursue this world?”

Sheera (Sugar syrup):
-Pani (Water) 2 Cups
-Cheeni (Sugar) 1 Cup
-Hari elaichi (Cardamom) slightly crushed 7-8
Gulab Jamun:
-Dry milk powder 1 Cup
-Maida (All-purpose flour) ½ Cup
-Baking powder 1 tsp
-Hari elaichi (Cardamom) seeds ½ tsp
-Ghee 3 tbs
-Doodh (Milk) ¼ Cup
-Ghee for frying
Directions:
For Sheera (Sugar syrup):
-In saucepan,add water,sugar,cardamom and cook until sugar is dissolved.
For Gulab Jamun:
-In bowl,add dry milk powder,all-purpose flour,baking powder,cardamom seeds and mix well.
-Add ghee and mix until crumbled.
-Add milk and mix well,cover and refrigerate for 10 minutes.
-Wet your hands with water and knead until smooth dough.
-Now makes 10-12 small smooth balls of same size,make sure they have no cracks.
-In wok,heat ghee and fry on low flame while stirring gently.
-Make sure ghee is not very hot otherwise gulab jamun will not cook well from inside or will burn.
-When gulab jamuns becomes golden,add them directly to the hot sugar syrup and leave it for 30 minutes.
-Garnish with pistachio and serve.

-Adrak lehsan paste (Ginger garlic paste) 1 & ½ tsp
-Namak (Salt) 1 tsp or to taste
-Paprika powder 1 tsp
-Zeera powder (Cumin powder) 1 & ½ tsp
-Lal mirch powder (Red chili powder) ½ tbs or to taste
-Tamatar (Tomato) deseeded & sliced
-Shimla mirch (Capsicum)
-Cheddar cheese grated as required
-Mozzarella cheese grated as required
-Lal mirch (Red chili) crushed
-Dried basil leaves
Directions:
-Add cuts on chicken pieces.
-In bowl,add tomato ketchup,BBQ sauce,sriracha sauce,ginger garlic paste,salt,paprika powder,cumin powder,red chili powder and mix well.

Saudi's Prince Bandar bin Sultan has formally requested Olmert to move the Zionist regime's military forces in the north of the Occupied Lands on the border with Lebanon as a threat against Hezbollah if the latter did not stop attacking government of Lebanese Prime Minister Fouad Siniora, Filkka - Israel website revealed Wednesday.

The payments made by BAE Systems were actually a conduit to Bandar for his role in the multi-billion al-Yamamah arms agreement, Britain's biggest ever export deal signed in 1985, the state-funded broadcaster said it had learned Thursday.
The alleged bribes were said to have been discovered during a year-long inquiry conducted by Britain's Serious Fraud Office (SFO), but which was abruptly halted last December after Blair said the investigation was a threat to national security.
The dropping of the investigation also came amid concerns that it might jeopardize a new multi-billion arms deal with Saudi Arabia to supply Eurofighters.
The BBC said that the payments, believed to total more than Pnds one billion (Dlrs 1.9 bn), were sent to two Saudi embassy accounts in Washington, were written into the government-to-government arms deal contract in secret annexes.
Allegations previously made in the British press have also suggested that Mark Thatcher, son of the British prime minister at the time, was also involved in the deal.
The al-Yamamah deal included the supply of more than 100 Tornado aircraft and is estimated to have been worth over Pnds 40 billion (Dlrs 78 bn) over more than a decade.
The new claims, to be made in the BBC's current affairs Panorama programme next Monday prompted the head of parliament's committee which investigates strategic exports, Labour MP Roger Berry, to call for a proper investigation into the allegations.
Liberal Democrat Treasury spokesman Vince Cable said that if ministers in either the present or previous governments were involved there should be a "major parliamentary inquiry".

Supreme Leader: High Turnout in Parliamentary Elections Showed That People Trust Islamic Republic

Ayatollah Khamenei the Supreme Leader of the Islamic Revolution met this morning with the chairman and members of the Assembly of Experts. Speaking at the meeting, His Eminence praised the people of Iran for their large turnout in the parliamentary elections and added that every vote in the parliamentary elections was a vote for the Islamic Republic.
\"Although the elections which were held on Friday were parliamentary elections, every vote by the people was in fact a vote for the Islamic system. The presence of the vast majority of the people at the polling stations and the large turnout - which was one of the highest rates over the past 33 years - showed that the people fully trust the Islamic system.\"
Ayatollah Khamenei added: \"In the elections that were held on the 12th of Esfand and in the arena of confronting the camp of the enemies, the people brought in their power which originates from their religious faith and insight. And with this massive movement, they foiled the plots that the enemies had been designing for months in order to minimize voter turnout.\"
He added: \"With their presence on the scene and with their insight and steadfastness, the people of Iran prepared the ground for divine blessings and it is necessary to thank God for this.\"
Referring to the paradigm of religious democracy and the position of elections in this paradigm, His Eminence reiterated: \"Elections are an important pillar of the system, and religious democracy is founded on elections. Therefore, anybody who believes in the Islamic system considers participating in the elections as his duty even if he has objections to certain issues.\"
The Supreme Leader of the Islamic Revolution added: \"In fact, all those who participated in the elections fulfilled an obligatory duty and they also showed their accurate understanding. This is because in a religious democracy, a person cannot refuse to take part in the elections under the pretext that he has certain criticisms.\"
Elsewhere in his statements, Ayatollah Khamenei referred to the outcomes of the recent parliamentary elections and stressed: \"This election acted like a slap and awakened certain people who were cherishing illusions about the Islamic Republic and the people. It opened their eyes to the truth.\"
His Eminence referred to the recent statements by the US President and stated: \"The US President has said that they are not thinking about going to war with Iran. This statement is a good and wise statement. It shows that the illusion has been dispelled. But he has also said that they will bring the people of Iran to their knees by imposing sanctions, which shows that the illusion has not been fully dispelled in this regard.\"
The Supreme Leader of the Islamic Revolution reiterated: \"The persistence of this illusion will harm US government officials and it will ruin their calculations because the camp of our enemies, particularly America, has been trying since 33 years ago to separate the people from the Islamic system by imposing sanctions on the Iranian nation and particularly by intensifying the sanctions over the past year. But everybody saw the commitment of the people to the Islamic system on the 12th of Esfand.\"
Ayatollah Khamenei said that the election also proved that the people trust the Islamic Republic, further adding: \"After the controversial elections of the year 1388, certain people concluded that the people would lose their trust in the Islamic Republic, but the recent election was a decisive and clear response to this wrong conclusion.\"
Ayatollah Khamenei stressed that in an Islamic democracy everything is based on the votes of the people. \"Islam is the main component and the spirit of religious democracy and there must be no deviation from Islam.\"
He added: \"The experience we have gained over the past 33 years has shown that Islam can bring about dignity and honor for a nation. It can specify good goals and it can also prepare the way for achieving these goals. It can give rise to a scientific movement. It can give rise to a technological and industrial movement. It can give rise to a religious and ethical movement. It can make a nation feel proud in front of other nations.\"
Ayatollah Khamenei referred to the nature of religious democracy and added that in a religious democracy, democracy originates from Islam. \"It is wrong to think that democracy has been adopted from the west. This is because although the form of democracy is the same in the Islamic Republic and in western systems, the origin is different.\"
His Eminence stressed that a religious democracy respects the votes of the people and added: \"In a religious democracy, the frameworks are completely different from the frameworks of western democracy because the frameworks of western democracy are oppressive.\"
Ayatollah Khamenei said that one example of this oppression is that it is illegal to deny the Holocaust in the west while nobody is allowed to protest about the deliberate insults against the Holy Prophet of Islam (s.w.a.). He added that another example is that women are not allowed to wear hijab to work.
