Israel's approval for building 1,600 new housing units for ultra-Orthodox Jews in East Jerusalem has infuriated the Palestinians.
Nabil Abu Rudeina, a Palestinian Authority spokesman, told the AFP news agency: "This is a dangerous decision and will hinder the negotiations."
The Israeli anti-settlement group Peace Now condemned the new project, saying it would "widen the gap with the Palestinians and the two-state solution, which risks becoming obsolete".
According to Israel's Haaretz newspaper, some 50,000 housing units are reported to be in various stages of planning and approval on occupied land in East Jerusalem.
Haaretz says plans for around 20,000 apartments are already in an advanced stage.
A spokesman for the Israeli interior ministry said: "The Jerusalem District Planning Committee today approved a plan which has been in the works for over three years.
"This is a procedural stage in the framework of a long process that will yet continue for some time. The committee meeting was determined in advance and there is no connection to US Vice-President Joe Biden's visit to Israel."
There are still various planning hurdles for the East Jerusalem project to clear, and work is not thought likely to start for at least another two years.
Under pressure from the US, Israel has agreed a 10-month suspension of new building in the West Bank.
However, the moratorium excludes East Jerusalem, where the Palestinians want as the capital of their future state.

The chief Palestinian negotiator has urged worldwide condemnation of Israel's genocidal figures after a top Israeli clergyman wished all Palestinians dead.
Referring to the Palestinians, the founder and spiritual leader of Israel's ultra-orthodox Shas party, Rabbi Ovadia Yosef said on Saturday, "All these evil people should perish from this world," Israeli newspaper Ha'aretz reported.
He especially desired the demise of acting Palestinian Authority (PA) Chief Mahmoud Abbas, referring to him by name.
The remarks raised eyebrows partially as it came from a party partnering with Premier Benjamin Netanyahu's Likud in the ruling coalition. They also preceded upcoming direct peace talks between Israel and the PA.
The Palestinian official, Saeb Erekat, called on the international community "to condemn incitement to genocide by public figures in Israel," AFP reported.
Yosef "is literally calling for a genocide against Palestinians, and there seems to be no response from the Israeli government," he said in a statement.
"He is particularly calling for the assassination of...Abbas who within a few days will be sitting face to face with Prime Minister Netanyahu. Is this how the Israeli government prepares its public for a peace agreement?" Erekat pointed out.
He said Tel Aviv had "to do more about peace and stop spreading hatred."

Prayers called for peace for the country and the souls of those who sacrificed their lives for protecting the homeland. Prayers also called for the return of those who have been abducted by Takfiri militants. Foreign-backed militants operating inside Syria recently took over the ancient Christian town of Maloula in Damascus countryside. A large number of residents were displaced. Al Qaeda-linked al-Nusra Front terrorists also stormed the Orthodox Mar Takla convent in the middle of the city and abducted several nuns. The Maloula incident is not the isolated one. The militants have sabotaged many churches across the country in recent months. And, mortars fired by them continue to claim the lives of both Christians and Muslims including women and children. While the Christmas celebrations are on the peak around the world, the event in Syria this year is a grim one. For Christians, here, the Christmas is simply a reminder of displacement and loss of family members in the attacks carried out by foreign backed militants.
A huge mass was held in the Mariamite Cathedral in Damascus and attended by Patriarch of Antioch and All the East and The Mufti of Syria. Prayers called for peace for the country and the souls of those who sacrificed their lives for protecting the homeland. Prayers also called for the return of those who have been abducted by Takfiri militants. Foreign-backed militants operating inside Syria recently took over the ancient Christian town of Maloula in Damascus countryside. A large number of residents were displaced. Al Qaeda-linked al-Nusra Front terrorists also stormed the Orthodox Mar Takla convent in the middle of the city and abducted several nuns. The Maloula incident is not the isolated one. The militants have sabotaged many churches across the country in recent months. And, mortars fired by them continue to claim the lives of both Christians and Muslims including women and children. That\'s according to the secretariat of the Patriarch of Antioch and All the East for the Melkite Greek Catholic Church. The militants have reportedly removed the bells of all the churches, burned the crosses, and stolen the bronze statue of Christ. The ancient Christian town of Ma\'lula has been the site of fierce fighting for months now, and thousands of its residents have fled to safer parts of the country including Damascus. Al-Qaeda-linked al-Nusra Front insurgents stormed the Orthodox Mar Takla convent in the town in December and abducted several nuns. Christians make up about 10 percent of Syria\'s population. The religious minority and its holy sites have been subjected to numerous attacks by militants since the outbreak of violence Syria in 2011.
