The UN Special Rapporteur on extrajudicial, summary or arbitrary executions, who was on an official visit to India from March 19 to 30 last year, has presented his findings in a report and proposed recommendations to ensure better protection of the right to life in India. The Special Rapporteur, Christof Heyns, has expressed serious concern over the alarming level of extrajudicial executions in India. The report specially mentions the excessive use of force against peaceful demonstrators in Indian-control Kashmir, fake encounters by government forces, unmarked mass graves, and unbridled powers given to security forces in the region.

The UN-Arab League Special Envoy for Syria has arrived in Damascus as part of a tour aimed at garnering support for proposed peace talks.
Lakhdar Brahimi was welcomed by Syrian deputy foreign minister Faisal Moqdad upon his arrival. Brahimi traveled to several countries in the Middle and Near East including Iran to prepare the grounds for the Geneva Two conference. The talks are aimed at ending Syria\'s two-and-a-half-year unrest. This is Brahimi\'s first visit to Syria since December.

At least seven militants have been killed in a stand-off with Russian Special Forces in the North Caucasus republic of Dagestan.
Russia\'s anti-terrorist committee has said that five officers were also injured during the operation. The late-night clashes took place after a bomb went off outside a restaurant in the city of Makhach-kala. At least 16 people were injured in that blast. Two days ago three soldiers and four gunmen were killed in another attack. Security has been tight in Russia\'s North Caucasus after two blasts killed 34 people in Volgograd last month. The blasts were carried out by separatist militants as a warning ahead of the 20-14 Sochi Winter Olympics. Russian President Vladimir Putin has pledged to fight the militants.
