Russian Ambassador to the United Nations Vitaly Churkin earlier said any proposals including an arms embargo or a demand for Assads resignation would be vetoed.
The United Nations Security Council has just voted on a draft resolution concerning the ongoing violence in Syria. Of the voting members Russia and China were the only ones to vote against the draft but as permanent members of the UNSC they both hold veto power, and the resolution has not been passed as a result
A political analyst says the United States and NATO are preparing the grounds for a military intervention in Syria under the pretext of "humanitarian grounds."
"A US-NATO led intervention, which would inevitably involve Israel, is already on the drawing board of the Pentagon," Michel Chossudovsky wrote in an article published on Global Research.
The author said a report conducted by the Arab League observer mission in Syria dispelled the mainstream media lies and fabrications, used by Washington to push for "regime change" in the country.
"[The Arab League mission] was also pressured into upholding the lies and fabrications of the mainstream media, which have been used to demonize the government of Bashar al-Assad," Chossudovsky said.

The unveiling of the home-made drone, named Karrar took place in the presence of Iran's President Mahmoud Ahmadinejad and a number of defense officials.
The Karrar UAV is capable of carrying a military payload of rockets to carry out bombing missions against ground targets. It is also capable of flying long distances at a very high speed.
Iran's defense industries have demonstrated spectacular progress in the recent year, launching numerous domestically-built armaments, including aerial and sea-borne military vehicles such as submarines, combat frigates, and various types of missiles.
Iran inaugurated the production line of two domistically-built UAVs with bombing and reconnaissance capabilities.
The two hi-tech drones named 'Ra'd' (Thunder) and 'Nazir' (Harbinger) are capable of performing long-range reconnaissance, patrolling, assault and bombing missions with high precision.

The U.S. has just drawn up a list of countries which are to be cut-off from the American financial system - if they don't reduce Iranian oil imports within 6 months. Meanwhile, Israel says its threat of a military strike on Iran is stopping it from building a suspected nuclear bomb. Tehran maintains its atomic programme is for peaceful energy purposes only. But the U.S. is against an imminent attack on the Islamic state - believing it would drag the whole region into war. El Líder de la Revolución Islámica de Irán, el ayatolá Seyed Ali Jamenei, ha expresado este domingo su rechazo a cualquier acuerdo sobre el programa de energía nuclear iraní con el Grupo 5+1 que contradiga los intereses nacionales.
“No llegar a un acuerdo es mejor que alcanzar uno que contradiga los intereses nacionales”, ha aseverado el Guía Supremo durante su reunión con el personal y comandantes de la Fuerza Aérea del Ejército de Irán.
Al mismo tiempo, ha reconocido los esfuerzos de la Diplomacia iraní para lograr un pacto definitivo con el G5+1 (EE.UU., el Reino Unido, Francia, Rusia y China, más Alemania) acerca del programa nuclear del país persa.
Sin embargo, el ayatolá Jamenei ha recalcado que si las conversaciones no llegan a dar resultados, hay diferentes vías para contrarrestar las unilaterales sanciones antiraníes.
Igualmente, el Líder de Irán ha afirmado que la República Islámica ha actuado con lógica, mientras que la otra parte “busca chantajear”, se conduce por ambiciones y no es honesta en sus actos.
También, ha expresado su escepticismo ante la decisión de la contraparte para llegar primero a un acuerdo político y después dialogar y conseguir un pacto integral sobre el programa de energía nuclear pacífico de Irán.
En este sentido, el ayatolá Jamenei ha enfatizado que los puntos generales y los detalles técnicos de cualquier acuerdo deben ser acordados de forma simultánea.
Teherán y el Sexteto han decidido extender hasta el 30 de junio de 2015 el plazo de sus diálogos que tienen como fin resolver la disputa occidental sobre el programa nuclear de Irán, país que defiende su derecho a utilizar la energía nuclear con fines pacíficos.
Las declaraciones del Líder han tenido lugar en el 36 aniversario del 19 de Bahman de 1357 del calendario iraní (8 febrero de 1979), día en que los oficiales de la Fuerza Aérea del Ejército iraní expresaron su lealtad al fundador de la República Islámica, el Imam Jomeini en la escuela Alavi (residencia temporal del Imam Jomeini tras su regreso al país después de 14 años de exilio).
