After many arduous meetings, the Iranian Parliament has finally managed to pass the fifth development plan which some see as an achievement for Iran's monetary system. The government submitted the bill to the legislative body last year but it has only just been approved. The most controversial article in the bill was to do with Iran's Central Bank and it took a lot of wrangling to finally push the bill through.
This episode of Press TV's Iran Today is going to be talking about the history of the bill and how Iran's banking system works.

US President Barack Obama is ending his fifth year in office matching the worst public approval ratings of his presidency. A new poll shows that Obama\'s approval rating has hit a new record low.
The poll, conducted by ABC News and the Washington Post, shows that just 43 percent of US citizens currently approve the president\'s job performance down 11 points from this time last year. The poll has put the US president\'s disapproval at 55 percent up from 42 percent last year. That\'s the highest unpopularity mark in Obama\'s presidency so far. Political analysts say the US president\'s controversial healthcare law, known as the Obamacare, and his weak national security strategies are some of the main reasons for his waning popularity

May 24 - 2011
Iranian Parliament (Majlis) Speaker Ali Larijani has stressed the importance of appointing a caretaker for the Oil Ministry “at the earliest” oppotunity.
“Now that the Guardian Council has clarified the issue, the caretaker for Iran's Oil Ministry should be introduced as soon as possible,” Larijani said in the Majlis open session on Tuesday.
“The council's views should be implemented,” he added, Mehr news agency reported.
Larijani's remarks came after the Guardian Council described Iranian President Mahmoud Ahmadinejad's decision to temporarily run the country's Oil Ministry as “illegal,” saying it runs counter to the provisions of Article 135 of Iran's Constitution.
The council, which is charged with interpreting the Constitution, argues that according to the article, the Iranian chief executive is only allowed to appoint a caretaker minister in three months.
In a televised speech on May 15, President Ahmadinejad said he will run Iran's Oil Ministry temporarily following his decision to relieve three Iranian ministers of their duties as part of a plan to merge ministries.
The Iranian government announced plans on May 9 to merge the ministries of Roads and Transportation with Housing and Urban Development, Energy with Oil, Industries and Mines with Commerce, and Welfare and Social Security with Labor and Social Affairs.
President Ahmadinejad issued three separate decrees on May 14, dismissing Welfare Minister Sadeq Mahsouli, Minister of Mines and Industries Ali Akbar Mehrabian and Oil Minister Massoud Mirkazemi from their posts according to the 53rd article of the Fifth Five-Year Development Plan.
According to Iran's Fifth Five-Year Development Plan (2010-2015), the Iranian government is obliged to reduce its ministries form 21 to 17 to officially improve the efficiency of state administration.

In a clear signal showing Pentagon\\\'s determination to maintain its military presence in the Persian Gulf, the US Navy is expanding its Fifth Fleet base in Bahrain.
Under the 580 million dollar expansion project, the Naval Support Activity Bahrain which is home to the US Fifth Fleet is expanding to an adjacent 77-acre piece of land along the waterfront. Under the plan, the US Navy base will nearly double in size. Since 2008, the base personnel has more than doubled from 3000 to 7000. Columbia University professor Mahmood Mamdani talks about his latest book on the Darfur Conflict and the shady Save Darfur movement. His book is called SAVIORS AND SURVIVORS. The talk was at UNCA. Continuing from the previous clips where Mamdani has argued that there were internal and external causes of violence. The fourth erroneous assumption according to him in understanding the conflict is that the level of violence was steady. That may not have been the case. The fifth problem or erroneous assumption is that the Save Darfur movement has removed the history from this conflict. It feeds masses with the death estimates and details of the atrocities but not the internal and external politics contexts. The whole conflict is turned into a simplistic morality tale where one side is the OPPRESSOR and the other OPPRESSED. The media also contributed to this effect. Mamdani argues that we can learn from the experiences of South Africa and Mozambique where there were no winners and no losers in the end and a ceasefire and political justice of sorts were achieved.

The US has approved legislation to impose sanctions on foreign companies that help supply fuel to Iran, a move Washington believes will stop Iran's nuclear programme.
Iran is the world's fifth-largest oil exporter, but lacks sufficient refining capacity to meet domestic fuel needs, forcing it to import up to 40 per cent of its gasoline consumption.
Tehran says it is not bothered by the sanctions and it will look elsewhere. As if to make a point of its defiance, Iran has test fired one of it is longer-range missiles.
